ITSM Shelfware Savings Calculator

The vendor will tell you your estate is fully utilised. It rarely is. Shelfware is the spend trapped in unused seats, undeployed modules and AI add-ons attached to people who never open them, and it is usually the fastest reduction available before a renewal. Enter your numbers below to estimate what you are paying for and not using, then take that figure into the negotiation.

Estimate only. Actual recoverable spend varies by deal size, co-termination, ramp commitments and minimums. Confirm against your order form before relying on any figure.

What counts as ITSM shelfware?

Shelfware is the gap between what you are entitled to and what you actually use. In ITSM contracts it shows up in four places: agent or fulfiller seats that are deactivated or were never assigned, requesters provisioned as full agents, modules bought inside a bundle but never deployed, and AI or premium add-ons attached to people who never invoke them. Each is invisible on the invoice, which sums entitlements, and visible only in usage data.

How do you estimate your shelfware savings?

The arithmetic is simple, which is why the calculator above is enough to start: unused seats times per-seat price, plus the list price of any undeployed module, plus add-on seats attached to non-users times their price. The hard part is getting honest inputs, because they come from reconciling provisioning data against real activity, not from the vendor's account summary. The method for that reconciliation is in how to calculate ITSM total cost of ownership.

The invoice shows what you bought. Usage data shows what you use. Shelfware is the distance between the two, and that distance is your most defensible reduction at renewal.

Can you just remove shelfware at renewal?

Not always, and this is where buyers get caught. Many contracts resist downward adjustment: co-termination locks modules to a single date, ramp commitments oblige you to grow into seats, and minimums floor the count. So the shelfware figure is a lever, not an automatic credit. You raise it early, evidence it with usage, and use it to justify re-scoping rather than expecting the vendor to volunteer money back.

What to do next

Take the estimate from the calculator and reconcile it against real usage at least six months before renewal, while you still have time to act on it. Across ITSM engagements our firm averages a 30% reduction, with more than $420M negotiated since 2019, and shelfware reclamation is frequently the first lever we pull. The deeper toolkit sits in the TCO calculators buyer toolkit, and the engagement runs through our contract negotiation service on fixed fee or gainshare.

What counts as ITSM shelfware?
Any seat or module you pay for but do not use: deactivated agents, requesters provisioned as agents, undeployed modules, and AI add-ons attached to non-users.
How do I estimate my shelfware savings?
Unused seats times per-seat price, plus the list price of undeployed modules, plus add-on seats attached to non-users. The calculator above does the arithmetic as an estimate.
Can I just remove shelfware at renewal?
Sometimes, but co-termination, ramp commitments and minimums can resist downward change. Reconcile early and treat the figure as a lever rather than an automatic credit.
